Fraud IS committed by persons at all ends of the human scale, from desperate people with genuine poverty issues to weak people with gambling or drug habits to hugely successful business celebrities who commit fraud “for the challenge”. Every manager has a responsibility to protect the interest of the organisation, and managers employed by state-owned entities have onerous legal obligations in this regard in terms of the PFMA and the MFMA.
